Diplomacy is conducted by the Foreign Service under the Secretary of State, with ambassadors as the President's personal representatives. Its instruments are recognition, negotiation, and the granting or withholding of access and aid. Recalling an ambassador or expelling one is a formal signal, several steps short of breaking relations entirely.
