electoral mandate
The claim that an election result authorizes a particular policy agenda. It is an argument about interpretation, not a legal status.

Winners describe a mandate; losers dispute one. Nothing in law attaches consequences to the claim, and elections are decided on many issues at once, so the inference from a vote total to a policy authorization is always contestable. Worth separating from a legal mandate, which is a requirement imposed by statute or regulation.
