The nonpartisan committee that estimates the revenue effect of every tax bill. For taxes it does what CBO does for spending.

JCT staff score tax legislation, publish explanations of enacted tax laws, and analyze distributional effects across income groups. Its estimates are the official ones for congressional budget purposes, so a JCT score can determine whether a tax provision fits within a reconciliation instruction and therefore whether it can pass with a simple majority.
